What a Plywood Fire Rating Really Tells You Before You Buy

The short answer: plywood has no single universal fire rating

A specific fire-retardant-treated plywood product may carry a tested flame-spread classification, but “fire rated plywood” does not identify one universal rating. Before ordering, determine whether the project requires:

  • a surface-burning classification such as Class A;
  • maximum flame-spread or smoke-developed indexes;
  • fire-retardant-treated wood meeting an applicable code definition;
  • structural plywood with treatment-adjusted design data;
  • treatment approved for protected interior or exposed service; or
  • plywood specified as one component of a complete one-hour or two-hour assembly.

ASTM E84, commonly called the Steiner Tunnel Test, evaluates surface-burning characteristics under defined test conditions. It produces indexes rather than minutes of fire protection. In a commonly cited classification framework, a flame-spread index of 0–25 falls within the Class A range, but that range alone is not a complete statement of compliance. Verify the actual product classification, smoke-developed result and any additional project or code criteria on the panel label and supporting documents.

A Class A panel is therefore not automatically a one-hour or two-hour panel. Hourly fire-resistance ratings generally belong to complete walls, floors, roofs or ceiling assemblies. Plywood may be one component, but the result also depends on framing, protective membranes, insulation, fasteners, joints and other prescribed details.

Fire-retardant treatment changes how combustible wood responds to fire. It may slow surface flame spread and combustion, but it does not make plywood fireproof or noncombustible. Industry guidance distinguishes a panel’s surface-burning result from the fire endurance of a complete construction when explaining plywood fire-resistant properties.

The practical answer to “What is the fire rated plywood rating?” is therefore another question: Which performance measure does the project specification require?

Three terms that should not be used interchangeably

Product listings often place FRT plywood, Class A plywood and fire-rated plywood next to one another. The terms are related, but they do not mean the same thing.

Fire-retardant-treated plywood, commonly shortened to FRT plywood, is plywood treated during manufacture—often through a pressure process—to change its response to fire. Commercial product literature generally describes the treatment as intended to reduce flame spread and smoke development. Smoke performance, however, remains a separately reported product result rather than one universal value for all FRT plywood.

Class A plywood describes a surface-burning classification assigned under a particular classification framework. The commonly cited flame-spread range is 0–25, but the governing specification may also require a stated smoke-developed result or other product qualification. ASTM E84 supplies test results; it is not, by itself, a universal code approval for every use.

A fire-resistance-rated assembly is a complete construction made from specified components and installed according to a tested or approved design. Its one-hour or two-hour designation applies to the complete construction.

These concepts can overlap without becoming interchangeable:

  • A panel can be both FRT and Class A.
  • A Class A FRT panel can still have no independent hourly rating.
  • Plywood can be included in a listed one-hour or two-hour construction.
  • The sheet does not inherit the complete assembly’s rating when sold or used separately.

Descriptions such as “one-hour plywood” should consequently be treated as shorthand, not a complete technical claim. A seller may mean that a product is permitted in a particular one-hour assembly. The seller should identify the exact assembly listing and make clear that the duration applies to the assembled construction.

FRT plywood also remains combustible wood. Some code provisions may permit qualifying FRT wood in specified locations or construction types, but any such permission depends on the adopted code, building type, product qualification and design. It is not a general declaration that FRT plywood is equivalent to noncombustible material.

Write purchase orders and submittals precisely. For example, “Class A FRT plywood documented for protected interior structural sheathing” communicates more than “fire-rated ply.” If the project requires an hourly wall, include the exact assembly designation rather than assigning the wall’s duration to an individual panel.

How Class A, B, and C flame-spread ratings work

ASTM E84 evaluates how flame propagates across a material’s surface under defined test conditions. A lower flame-spread index indicates less surface flame propagation in that test. It does not indicate how many minutes the material will remain intact, carry load or prevent fire from passing through a construction.

The following ranges are commonly cited in commercial guidance:

These ranges are reported in an FRT plywood classification guide, but the table should not be treated as a complete code determination. The governing code or specification may impose additional criteria, and the panel’s smoke-developed result must be checked separately against the cited classification guidance.

The numbers are indexes, not time ratings. A flame-spread index of 25 does not mean 25 minutes, and Class A does not promise that a panel will maintain structural capacity or contain a fire for one hour.

Smoke development is a separate measurement. Product documentation may show both a flame-spread index and a smoke-developed index. The A, B or C flame-spread range should not be read as one universal smoke value, and the evidence does not support assigning the same smoke-developed index to every FRT panel.

A bounded product example

Koppers reports that lumber and plywood bearing its FlamePRO mark have a flame-spread rating of 25 or less, Class A, under ASTM E84. It also reports no significant progressive combustion during an additional 20-minute period and says the flame front does not advance more than 10½ feet beyond the burner centerline. Those statements apply only to covered FlamePRO-marked species and products under the manufacturer’s published FlamePRO specifications.

That is a bounded product claim. A named treatment, classified product and recognized panel mark do not establish a generic rating for every sheet advertised as fire-rated plywood.

What about ordinary plywood?

Historical testing reported flame-spread values of approximately 75–200 for common plywood grades. Those figures provide background, not a current product rating: the cited plywood testing dates to 1974, and the results varied with panel characteristics in the industry summary of historical plywood testing.

Species, thickness, adhesive, surface texture, finishes and treatment can influence the measured result. Two visually similar panels therefore need not have the same surface-burning performance.

The buying rule is simple: never infer a class from the word “plywood,” the sheet’s thickness or its appearance. Obtain the classification for the exact marked product.

Why Class A does not mean one-hour or two-hour protection

The confusion between Class A and an hourly rating arises because both concern fire performance. They answer different questions.

A complete assembly can include substantially more than plywood:

  • wood or metal framing of stated dimensions;
  • specified framing spacing and orientation;
  • one or more structural-panel layers;
  • gypsum board of a particular type and thickness;
  • insulation;
  • resilient channels or other accessories;
  • prescribed fastener type, length and spacing;
  • joint locations and joint treatment;
  • layer sequence and orientation; and
  • details around penetrations, openings and edges.

A different panel thickness, altered stud dimensions, omitted gypsum layer, reversed layer sequence or revised fastener spacing should not be presumed acceptable merely because the substitute panel is also Class A.

Nominal thickness alone cannot create an hourly rating. A nominal 3/4-inch panel may appear in one listed construction, while another design may use a different actual thickness, panel species, framing arrangement or protective membrane. The duration comes from the complete configuration.

As a bounded retail example, one FlameTech-treated 23/32-inch Southern Yellow Pine sheathing product is advertised for use in one-hour and two-hour wall assemblies. That is evidence of the seller’s claimed assembly use, not an independent hourly rating for the sheet on the retailer’s FlameTech product page.

Suppose a project calls for a listed one-hour wall. The proposed plywood has a verified Class A classification and is named or permitted in the relevant design. Approval still requires confirmation that the installed framing, panel type and thickness, gypsum, insulation, fasteners, joints and other details match the listing. The Class A mark addresses surface burning; the assembly listing addresses fire-resistance duration.

For any retailer claim involving “one-hour” or “two-hour” plywood, request:

  1. the exact UL or equivalent assembly number;
  2. the current assembly design;
  3. confirmation that the proposed panel is covered;
  4. all product-specific installation conditions; and
  5. confirmation that the design is acceptable to the project team and authority having jurisdiction.

If the seller cannot identify an assembly, do not treat a generic hourly description as proof of compliance.

How to read the panel label and supporting documents

Label literacy is the most useful verification skill when buying FRT plywood. Panel color, a reddish tint, a shelf tag or an online title is not proof that a sheet has been treated or satisfies the project requirement.

Look for a physical mark from a recognized inspection or classification agency. The mark should connect the panel to the treating manufacturer and applicable technical records.

Panel-label checklist

Check the actual panel for:

  • Inspection-agency mark: identifies third-party oversight or classification.
  • Treating manufacturer: identifies the party responsible for treatment.
  • Treatment name: connects the sheet to the correct technical literature.
  • Wood species: important because classifications and structural data can be species-specific.
  • Flame-spread index: states the documented surface-burning result.
  • Smoke-developed index: reports a separate test result.
  • Drying method: identifies how the panel was dried after treatment.
  • Conformity information: connects the product to applicable qualification criteria.
  • Exposure designation where applicable: important for damp, wet or weather-exposed service.
  • Grade, thickness and span information: necessary when the panel has a structural function.

An industry label guide reproducing 2006–2012 IBC-era provisions lists the agency mark, treating manufacturer, treatment name, species, flame-spread and smoke-developed indexes, drying method and conformity information among the label contents. It also states that product coloration is not a substitute for an approved third-party label in its FRT wood labeling guide.

That guide is useful for understanding label content, but its reproduced code provisions are historical. Do not assume they are the current requirements in every jurisdiction. Verify the locally adopted code edition, amendments and project specification.

Build a chain of evidence

Do not rely on one web page. A strong verification chain includes:

  1. Physical panel mark
  2. Manufacturer technical data sheet
  3. Third-party classification or certificate
  4. Current evaluation report
  5. Installation instructions
  6. Exposure-use documentation
  7. Treatment-adjusted structural data
  8. Exact assembly design for an hourly requirement
  9. Acceptance by the project team and authority having jurisdiction

For example, Koppers identifies FlamePRO production as subject to inspection by UL, Timber Products or the Southern Pine Inspection Bureau and references ICC-ES ESR-4244. Those statements remain specific to covered FlamePRO products; they are more informative than a shelf label that says only “fire treated.”

Confirm that every document applies to what will actually be delivered:

  • species;
  • plywood or other panel type;
  • structural grade;
  • listed thickness;
  • treatment and, where relevant, treating facility;
  • flame-spread and smoke-developed results;
  • interior or exterior exposure;
  • structural application; and
  • relevant hourly assembly.

A retailer page can help identify a candidate brand, thickness or available sheet size. It should not replace the underlying certificate, evaluation report, technical data or assembly listing.

Submittal package before purchase

For work requiring inspection, design review or formal approval, assemble the following before ordering the full quantity:

  • photograph or scan of the proposed panel label;
  • current technical data sheet;
  • flame-spread and smoke-developed data;
  • third-party classification or certificate;
  • current evaluation report;
  • treatment-adjusted structural data;
  • exposure approval;
  • storage and installation instructions;
  • rules for cutting, sanding and finishing; and
  • exact assembly listing when an hourly rating is required.

Resolve missing information while the material is still proposed—not after unmarked or unsuitable sheets arrive on site.

Interior, exterior, and moisture exposure are separate approvals

Fire-retardant treatment does not automatically qualify plywood for rain, direct wetting, recurring condensation or other exposed service. Fire performance and exposure suitability are separate specification issues.

Most products represented in the reviewed examples are intended for dry, weather-protected interior applications. One interior CDX product, for example, is described as unsuitable for direct weather, precipitation, moisture or regular condensation in the retailer’s stated product limitations.

FlamePRO provides another bounded example. Its manufacturer identifies the treatment as interior Type A and states that it must not be exposed in service to precipitation, direct wetting or condensation. That restriction applies to FlamePRO; it should not be generalized to every FRT product in the manufacturer’s technical specification.

An exterior or damp application requires a product explicitly identified and documented for the intended conditions. Phrases such as “exterior fire-rated plywood” are insufficient unless the documents define the permitted exposure and cover the actual panel.

A common source of confusion is Exposure 1. It does not, by itself, prove that the fire-retardant treatment is approved for prolonged weather exposure. A panel can have an Exposure 1 bond classification while its fire-retardant treatment remains restricted to protected interior service.

The historical labeling provisions reproduced in the industry guide call for additional identification when FRT wood is intended for weather, damp or wet locations, including wording connected to weather-exposure testing. Treat that as historical context and verify current local requirements and current product documentation rather than assuming the old wording controls everywhere.

Four selection paths

Use the project conditions to choose among four basic paths:

  1. Ordinary plywood Appropriate where the adopted code and design do not require FRT wood, a specified surface-burning class or a special assembly.

  2. Interior FRT plywood Suitable for protected locations when the product classification, structural data and installation limits satisfy the specification.

  3. Explicitly exterior-approved FRT plywood Necessary where the selected treatment will face weather, dampness, wetting or another documented exposure condition.

  4. Specified plywood within a listed hourly assembly Necessary when the panel is one component of a one-hour, two-hour or other fire-resistance-rated construction.

Do not move between these paths on marketing language alone.

If the intended location involves recurring condensation, leaks, unconditioned humid space or weather exposure during service, obtain written confirmation that the selected treatment is suitable. Follow the product instructions for dry, covered job-site storage as well.

Structural ratings, spans, fasteners, and field modifications

Fire-retardant treatment and redrying can affect structural properties. Untreated-panel design values, allowable loads or spans should therefore not be carried over automatically to treated plywood.

Depending on the product and application, the required documentation may include:

  • treatment-adjusted design values;
  • allowable load tables;
  • adjusted span ratings;
  • species- and thickness-specific factors;
  • temperature or moisture limitations; and
  • conditions stated in an evaluation report.

FlamePRO is a product-specific example. Koppers reports plywood structural-performance testing under ASTM D5516, evaluation under ASTM D3201 and published design-value or span adjustments in ICC-ES ESR-4244. Those procedures and adjustments apply only to products covered by that documentation.

The historical code material reproduced in the FRT label guide also discusses adjustments to untreated structural-panel design values and publication of allowable maximum loads or spans for treated plywood used as floor or roof sheathing. Current product documentation and the adopted code must control present design decisions.

Fasteners are treatment- and exposure-specific

Some sellers recommend galvanized or stainless hardware for particular FRT panels, but there is no single metal specification that can safely be imposed on every treatment and exposure. Compatibility depends on:

  • treatment chemistry;
  • panel moisture and service environment;
  • whether the connection is protected or exposed;
  • contact with connectors or dissimilar metals;
  • manufacturer instructions; and
  • applicable code requirements.

Use the selected treatment manufacturer’s fastener and connector guidance. Do not transfer a hardware recommendation from another brand merely because both products are called FRT plywood.

Cutting, sanding and finishing

Field-modification instructions vary by product. Capitol City Lumber says its interior FRT CDX plywood may be ripped, cross-cut, drilled and lightly sanded without field-treating cut ends. By contrast, a Pyro-Guard retail listing warns that restrictions may apply to ripping and surfacing in the listed Pyro-Guard product guidance.

Those instructions are not necessarily contradictory; they concern different products. Before modifying a panel, verify the rules for:

  • ripping and cross-cutting;
  • drilling;
  • light or heavy sanding;
  • planing or surfacing;
  • treatment of cut edges;
  • painting and staining;
  • approved adhesives or coatings; and
  • repair of damaged areas.

Finishes should not be assumed neutral. Paint, stain, adhesive or another covering may affect surface-burning behavior or fall outside the documented classification. Permission to paint one product is not evidence that every coating is acceptable on another.

Stop and obtain confirmation if the panel:

  • performs a structural function;
  • is part of an hourly rated assembly;
  • will face dampness, weather or condensation;
  • lacks treatment-adjusted load or span data;
  • will receive an unverified finish; or
  • must be altered beyond the published instructions.

Confirmation may be needed from the manufacturer, qualified design professional or authority having jurisdiction.

A step-by-step buying and approval checklist

Use this process before placing a full order.

1. Identify the requirement precisely

Determine whether the project calls for:

  • a Class A, B or C flame-spread classification;
  • a maximum flame-spread index;
  • a smoke-developed limit;
  • qualifying FRT wood;
  • structural sheathing;
  • approval for exterior, damp or wet service; or
  • plywood in a complete hourly rated assembly.

Do not let “fire rated” stand in for these different requirements.

2. Confirm the governing documents

Identify the locally adopted code edition, local amendments, project drawings, specifications and authority having jurisdiction. An older code excerpt or generic online application list can assist research, but it cannot establish project approval.

3. Obtain the exact assembly design

For a one-hour or two-hour requirement, obtain the UL or equivalent assembly number. Compare every relevant component and installation detail, including:

  • framing material and dimensions;
  • framing spacing;
  • panel type and actual listed thickness;
  • gypsum or other protective layers;
  • insulation;
  • fasteners;
  • joints;
  • layer orientation; and
  • penetrations and edge details.

Do not approve a substitution solely because the alternative panel is also Class A.

4. Inspect the proposed panel label

Ask for a sample panel or a clear photograph showing:

  • inspection-agency mark;
  • treating manufacturer;
  • treatment name;
  • species;
  • flame-spread index;
  • smoke-developed index;
  • drying information;
  • conformity information; and
  • exposure designation where required.

When the order arrives, confirm that the delivered sheets carry the expected mark rather than relying only on the pre-purchase sample.

5. Match the structural specification

Verify:

  • panel grade;
  • actual listed thickness, not only the nominal description;
  • span rating;
  • species;
  • treatment-adjusted design values;
  • allowable loads; and
  • applicable evaluation-report conditions.

A sheet sold as nominal 3/4 inch may have a listed thickness such as 23/32 inch. Understand both the purchasing name and the dimensions required by the construction documents.

6. Confirm exposure approval

Classify the service environment as protected interior, humid, condensation-prone, damp, wet or weather-exposed. Obtain documentation showing that the treatment is approved for the actual condition. Do not use Exposure 1 bond durability as a substitute for treatment exposure approval.

7. Check installation and handling limits

Verify:

  • compatible fasteners and connectors;
  • dry-storage requirements;
  • service-moisture restrictions;
  • permitted cutting and drilling;
  • sanding or surfacing restrictions;
  • cut-edge requirements;
  • approved paints, stains and coatings; and
  • installation details tied to the classification or assembly.

8. Assemble and approve the submittal

Before buying the full quantity, compile the panel-label image, technical data, classification information, evaluation report, structural adjustments, exposure approval, installation instructions and assembly listing. Submit the package wherever design or inspection approval is required.

Red flags

  • “Fireproof plywood”
  • An hourly claim without an assembly number
  • No recognized third-party panel mark
  • Product color offered as proof of treatment
  • Exterior use without explicit exposure approval
  • Structural use without adjusted span or design data
  • A claim that thickness alone creates a one-hour or two-hour rating
  • A retailer description offered instead of the underlying certificate or listing

The manufacturer, qualified design professional and authority having jurisdiction should resolve project-specific structural, substitution and code-approval questions.
